Ron Paul: With jobs so hard to come by for many Americans, you would think a private company deciding to create more than 1,000 jobs would be cheered by Republicans and Democrats alike. But President Obama’s National Labor Relations Board is doing everything it can to stop Boeing from opening a new plant in North Charleston. And as sad as it may seem, at the heart of the board’s actions is political cronyism at its absolute worst. Since South Carolina is a right-to-work state, workers at Boeing’s new plant can’t be forced under the threat of losing their jobs to hand over a portion of their hard-earned money to union officials in dues. The labor board’s attempt to force Boeing to stay in a non-right-to-work state where the union bosses can force workers to pay up or be fired is political payback for their undying support during the last presidential campaign. If the Obama administration succeeds, it could result in the virtual destruction of right-to-work laws all across the country: No longer could private companies decide for themselves where to move or open new facilities; the government would now take on that responsibility and make decisions based solely on what benefits the big-labor elite. Right-to-work states would be left out in the cold. According to the National Institute for Labor Relations Research, right-to-work states had more than double the job growth of forced-unionism states over the past decade. In other words, big-labor control over American workers is a drag on our economy. It was organized labor’s stranglehold that drove the big three automakers to the brink of bankruptcy — until American taxpayers were forced to rescue them. And it’s not just in the private sector. Big labor’s control of government workers in California, Illinois and elsewhere has driven those states to the brink of bankruptcy.

Despite the recession, Virginia boasts a modest unemployment rate, and its average hourly wages top the national mean. What's the Old Dominion's secret? One factor that sets Virginia apart from its less fortunate neighbors is the state's popular Right to Work law. Virginia's Right to Work law ensures that no employee can be forced to join or pay dues to a union just to get or keep a job. Protecting employee choice has always been the most important argument in favor of Right to Work, but Virginia's economic performance is another point for worker freedom. Recent studies from the Cato Institute and the National Institute for Labor Relations Research indicate that right-to-work states enjoy higher job growth and more disposable income (after adjusting for families' cost-of-living) than their forced-unionism counterparts. Eight of the top 11 states for wage and salary growth enjoy right-to-work protections. Meanwhile, 13 of the 14 worst performers lack right-to-work laws. Workers and their families are also voting with their feet: According to the National Institute for Labor Relations Research, the young adult population in forced-unionism states has basically stagnated since 1980. Virginia, on the other hand, continues to attract a stream of new workers and entrepreneurs. Protecting worker freedom also prepares states to handle a difficult recession better than their forced-unionism counterparts. Virginia's robust job and wage growth compares favorably with the sluggish performance of union-dominated states like Michigan, Illinois and Wisconsin.

Under the new K-12 reform law approved by the Legislature and signed by Gov. Bill Haslam (R ), no union or other organization will be handed a legally protected monopoly over all "employee" input in discussions with school boards over working conditions. Once this law, known as the Collaborative Conferencing Act, takes effect, teachers who choose not to join any union will, for the first time in decades, have a voice in discussions throughout Tennessee regarding salaries, benefits and grievances. Tennessee revoked teacher union bosses' monopoly-bargaining privileges last month largely thanks to persistent lobbying by the roughly 46,000 National Right to Work Committee members and supporters in the Volunteer State. And, according to Stanford University political scientist and education specialist Terry Moe, the Tennesseans who helped pass the Collaborative Conferencing Act have done an enormous favor for their state's schoolchildren. From Children's Standpoint, Union Boss-Perpetuated Salary Rules 'Make No Sense at All' In his new book Special Interest: Teachers Unions and America's Public Schools (Brookings Institution Press), Dr. Moe documents how teacher union monopoly bargaining, still statutorily enshrined in more than 30 states, impairs school outcomes while sharply raising the cost to taxpayers. In practice, charges Dr. Moe, "exclusive" union bargaining routinely produces "key decisions that depart from -- and are systematically biased against -- what is best for kids and effective organization." One example among many are so-called "single salary schedules" that furnish teachers with extra pay for additional degrees and course taking, even though "research has consistently shown" that simply accumulating degrees and/or additional course credits, "does not make teachers more effective." From "the standpoint of what is best for children," such Big Labor-perpetuated salary rules "make no sense at all" (emphasis Dr. Moe's). But teacher union officials ferociously defend "single salary schedule" rules, because they keep educators dependent on the union for securing better pay and career advancement. Monopolistic Unionism Can Never Be 'Reform Unionism' In today's America, Special Interest goes on to point out, many education policymakers and other leaders "recognize that teacher unions are standing in the way of effective schools," but mistakenly believe that union officials "can be persuaded to do good things with their [monopolistic] power." California is facing daunting budget deficits and a potential pension crisis brought on in large part by the union bosses for government workers. Brian Calle of the Orange County Register doing yeoman's work has discovered a slew of collective bargaining abuses that bleed taxpayers dry and threaten the financial stability of the state. Among them: disclosures of $100,000 a year lifeguard jobs; $5,600 a year bonus for city motorcycle officers who clean their bikes and now he discovered that "police officers in Costa Mesa are paid an additional, guaranteed 2.5 percent of salary simply to wear uniforms on the job. According to the city's Memo of Understanding with the Costa Mesa Police Association (the officers' union), officers are given "Uniform Assignment Pay" to wear their uniforms while working." Of course these disclosures are just emblematic of the abuses but they are significant none the less. As Calle writes: Encountering pay gimmicks like these can explain why so many people have begun calling into question public-sector collective bargaining rights – because these are the fruits of organized labor's negotiations with elected officials. All the more reason collective bargaining needs reform, pronto. What complicates matters further is that law firms, such as Upland-based Lackie, Dammeier & McGill, specialize in negotiations on behalf of police unions, and they negotiate similar benefits from city to city, using the pay and benefit levels garnered in one city as leverage in others to achieve the same outcomes. In Orange County alone Lackie, Dammeier & McGill represent police unions in Costa Mesa, Newport Beach, Laguna Beach, Anaheim, Brea and Garden Grove.

And now Right to Work Tennessee has achieved another milestone by effectively repealing the mislabeled "Education Professional Negotiations" Act, which authorized and promoted union monopoly-bargaining control over teachers and other K-12 public school instructional employees. Union lobbyists rammed public school monopoly bargaining through the Tennessee Legislature in 1978. Big Labor puppet Gov. Ray Blanton (D) then eagerly signed the measure. As a consequence of the Blanton law, educators in 92 Tennessee school systems, roughly two-thirds of all the districts in the state, are currently forced to accept union monopoly bargaining in order to keep their jobs. The monopoly-bargaining system, now statutorily imposed on some or all state and local government employees in 36 states, hands union officials "exclusive" power to bargain over wages, benefits, and working conditions. 'We're Putting the Entire Education System at Risk' Even public employees who choose not to join a union must work under contract terms negotiated by union bosses, or quit their jobs. Independent-minded employees are stripped of any freedom to negotiate with employers on their own behalf.
