Rep. Phil Gingrey has a novel idea for union organizers — organize on your own dime and own time. Gingrey is introducing the federal Employee Accountability Act of 2011 which would stop federal workers from doing arbitration, collective bargaining and compiling lists of grievances for their for their bosses during working hours.
