Why Are States in Bankruptcy?

Gov. Ed Rendell in Pennsylvania has thrown a bone to the state’s public employees union by offering interest free loans so they can pay off their credit cards bill.  In fact, the governor is so happy he put taxpayer’s on the hook because he thinks state employees should build a statue in his honor.
